Will banks need a minimum of 19,998 XRP? This video reads the actual BIS slide behind that claim. The chart is page 7 of a deck shown in Rome on October 1, 2025, at a conference for government statisticians hosted by the Bank of Italy, and later written up as BIS Working Paper No 1374 (September 2, 2026, 56 pages). The project fingerprints official statistics files and writes a tiny proof onto the XRP Ledger. The box beside the chart reads N = T / F: 198 XRP pays for 198 million transactions, 1,998 XRP for about 2 billion and 19,998 XRP for about 20 billion, at an assumed fee of 0.000001 XRP. That is fuel for a test, not coins a bank has to hold, and the page is stamped “Personal Measurements” and “Local Tests + DevNet”: every reported run used the fee-free XRPL DevNet. On the real XRP Ledger the minimum fee is 10 drops (0.00001 XRP) and it is destroyed, 14,416,745 XRP burned since 2012 as of October 26, 2026, and an account reserve is 1 XRP plus 0.2 XRP per owned object. Also covered: Brad Garlinghouse’s September 4, 2026 post, the 547,000 XRP a year claim, and Ripple Treasury’s $13 trillion of payments with zero through crypto.
