The Stellar Community Fund (SCF) is an open-application awards program that draws on community input to support developers and startups building on Stellar and Soroban.
In the SCF’s 20th award round, we introduced a new voting mechanism called Neural Quorum Governance, which works as a signaling mechanism and allows voters to delegate their weighted votes to a group (or quorum) of other individuals. We’ll share more in-depth reports about the voting outcome at a later time.
Congratulations to all submitters on your hard work. We received a whopping 90 Activation and Community Award submissions, 60 of which submitted for their first ever SCF awards! This is the second highest number of submissions we’ve received in a round in 2023 (the highest was SCF#13, the first open-application round of the year).
We awarded $1,160,250 worth of XLM to 31 submitters in total for SCF #20.

- Projects represent 16 different project types, from end-user applications to oracles to educational tools — the Stellar/Soroban developer community can truly do it all.
- SCF #20 is global! Submitters hail from almost 40 different countries on 5 continents.
- Regions of operations represented include (but are not limited to) Latin America and the Caribbean, South Asia, and East Asia and the Pacific. Roughly 57% of submissions are regionally agnostic, reaching users across the globe.

Activation Awards
Awarded a total of $579,130 worth of XLM* to 24 projects
Projects new to SCF can request an Activation Award up to $50,000 worth of XLM* for ~1–1.5 month project. The Activation Award is intended to support the completion of the Project’s MVP of their Stellar/Soroban integration and serves as an opportunity for the recipient(s) to demonstrate commitment to the overall Project. The KMAC project is a program constructed with the soroban-sdk, which facilitates the implementation of a Finite State Machine template, leveraging well-established design patterns and offering extensible functional capabilities.

If the Activation Award is granted and the deliverables of the Activation Award submission are completed, the Activation Award recipient(s) can then request a Community Award (up to $100,000 worth of XLM* for 2–3 months project). Projects are able to request additional Community Awards according to the resubmission guidelines.
